The current shortage of arable land resources, decreasing arable land per capita,expanding the scale of urban and rural construction land, lots of farmland forconstruction projects and other phenomenon disappear so frequently, under the rigidconstraints of the natural supply of land resources, the supply-demand contradiction ismore intensive with the rapid development of urbanization and industrialization,urban sprawl inefficiently and the phenomenon of extensive utilization of urban landis growing. Therefore, improving the efficiency of urban and rural construction,minimizing the supply of land for new construction and vigorously promoting theconstruction land of economical and intensive use is arable production capacity andachieving food security; protecting construction land and ensuring economicdevelopment; protecting ecological environment, ensuring the security of landresources. The three strategic objectives are inevitable choice of our country.This paper by means of DSR model analyzes the status of urban and ruralconstruction land use in Changchun City, and analyzes the characteristics and trendsof its evolution from time series and spatial dimensions. The use of static anddynamic binding, combining qualitative and quantitative methods, results in studyingdriving force of the evolution phenomenon. With SPSS18.0software, by means ofcorrelation analysis and multiple regression analysis model, constructed Changchundriving factors of urban and rural construction land evolution index system to identifythe core driving factors, in order to analyze the evolution of the differences betweeneach characteristic. According to temporal-spatial evolution and characteristics of thedriving force, promoted the presented rational distribution planning and land usemanagement of urban and rural construction of proposals and measures in Changchun, the paper obtained main conclusions:(1) Conclusion of the temporal evolution of urban and rural construction land:urban and rural construction land changes slowly, but it trends to increase overall.Urban construction land changes faster, showing a continued trend of rapid increase,with an average annual growth of20.14%. Rural residential area and industrial land isnot as urban construction land, leading slower growth of urban and rural constructionland. The area of urban construction land shows a rising trend, and the growth rateincreases year by year; residential and industrial land trends no obvious, and thechanges in area shows more stable. The proportion of urban construction land areaincrease is the fastest, and urban agglomeration effect is obvious;2006-2011, whichis an important stage on urbanization, along with the rapid expansion of urban landuse, increased in city development and construction in Changchun.(2) Conclusion of the spatial evolution of urban and rural construction land:urban and rural construction land mainly distributes in Nongan County in2011, themaximum of net amount is Erdao district. The relative rate of change in the centralcity of urban and rural construction land is generally higher than the city average, andit is a hot area for development; the relative rate of change in other areas is under theaverage level, the lowest is Jiutai city. Although the landscape constants of urban andrural construction land is getting rich in Changchun city, but in central city isrelatively simple, and some districts are changing towards monotonous and unstabledirection.(3) Conclusion of the temporal-spatial evolution of urban and rural constructionland: urban and rural construction land in Changchun city is continuous incrementalimprovement with the increasing of time and the expansion of space. On existing landresources, if it continues to maintain this growth trend, the proportion of all the landoccupied by urban and rural construction land use is growing. Wanton expansion ofurban development, plus the irrational use patterns of urban and rural constructionland will also lead to a waste of land resources, and exacerbate the carrying capacityof the land, the disparities between urban and rural development and hinder socialharmony. If urban and rural construction land landscape pattern changes in the indicesof instability and floating large, it will not conducive to the sustainable use of land resources, and will also hinder the coordinated development of urban and rural areasand ecological environment.(4) Conclusion of the driving force of the evolution of urban and ruralconstruction land: through a comprehensive analysis of the natural environment andsocio-economic factors on two levels, the driving force index system was build, inorder to explore the impact of the driving factors of urban and rural construction landin Changchun City, by found the core driver factor is the tertiary industry output valueand unit value of urban and rural construction land of second and third industriesoutput value. The tertiary industry output value is main factor of urban and ruralconstruction land in Changchun City, with a relation of positive correlation; therelation between unit value of urban and rural construction land of second and thirdindustries output value and urban and rural construction land is negative correlation,the two regression coefficients are both large.(5) Recommendation of the rational use of urban and rural construction land:considering the actual situation in Changchun City, combined with the impact ofurban and rural construction land temporal-spatial evolution and core driving factors.Enhancing the level of intensive land use and tapping the potential of urban and ruralconstruction land, overall planning about urban and rural development configurationsand exploring spatial structure optimization, promoting industrial restructuring andensuring scientific and rational land use, deepening management system andprotecting accountability mechanisms, these are four aspects of countermeasures andsuggestions due to promoting the rational distribution of urban and rural constructionland, in order to achieve sustainable socio-economic development.
