The land is not only a basic human social and economic development resource,but also a scarcity of resources. Human activities are ultimately reflected in changesin the structure of land use. As a land of a high efficient use, construction land is onthe basis of urban growth. Changchun City is in a stage of rapid development ofindustrialization and urbanization, and land-use structure, increasing the proportion ofconstruction land, with the main functional areas in accordance with national, nationalcommodity grain base construction plan, Changchun City arable land resources needto be controlled strictly, the contradiction between supply and demand land forconstruction have become increasingly prominent. Therefore, with further promote ofthe industrialization and urbanization, the rational expansion of construction land isthe inevitable trend of the Changchun City future land use.The paper firstly reviews previous research results, and combs the land forconstruction of the basic theory. Secondly, with nearly a decade of statistics ofChangchun City, the paper analyzes Changchun urban urban construction landdevelopment process, and utilization levels were evaluated to obtain a degree ofirrational expansion of land for construction of Changchun City, Based on this, thepaper focus the two internal driving force, urban population and economicdevelopment, and these two external driving force, land acquisition system andindustrial policy. Finally, the counter measures to control the irrational expansion ofChangchun City urban construction land, mainly to improve the land for constructionof the monitoring mechanism, improve the land requisition system and land reservesystem and increase the capacity of the city.
