Electric vehicle (EV) with zero-emission and no pollution, is the ideal clean energy vehicle, which can effectively solve the increasingly serious environmental and energy issues that our country is facing. In this paper, different methods of planning were used for different forms of charging facilities, based on the city car private car users’ habits. And electric vehicle charging network development and operation were predicted and analyzed. According to the problem above, this paper needs to accomplish the following works:1)With reading a lot of documents on the development and research of electric vehicles and charging facilities at home and abroad were reviewed.2)Study the characteristics of the current urban private car traffic, according to the survey data analysis of urban private car users’ behavior vehicles, electric vehicle charging network is planning to provide a foundation.3) According to car charging habits and the way the user choose, different approach is proposed planning electric vehicle charging station and charging pile establish the mathematical model and application examples analyzed and calculated.4)Electric vehicle charging network development and operation were analyzed. Gompertz model to predict the use of electric car ownership in the development of the situation in order to determine the development of the charging network. Establish the size of the electric vehicle charging network, operating income, the charging of the charging user and other mathematical models consideration analyzed.5)For the use and development of electric vehicles in Jinan City, built a platform for electric vehicle charging network calculus, the mathematical model to analyze the process of integration into the software platform for decision-makers were quick and easy calculation analysis. The results of calculations performed through visual display software interface, more intuitive and accurate.6) In this paper, it builds the platform for service network of EVs based on the development of EVs in Jinan. It gives a scenario with which the simulation process runs successfully. At the end of each turn, it gives the quantity of EVs, oil price, electricity bills and so on. Finally, the platform is verified valid.
