Industrial enterprise is the main water utilization sector in China. As gathered a large number of industrial enterprises, industrial parks and development zones have become large water consumption sector. On the basis of focusing on water-saving work of one single industrial enterprise in the past, it is particularly important to have a more comprehensive and systematic overall water-saving work planning from the perspective from the whole industrial parks. It is essential to study the method system of the water-saving planning of industrial park, which is a security of promoting the construction of water-saving industrial park.With the purpose of the study on water-saving planning technical methods of industrial park, this paper consults related urban and regional water-saving planning technical methods. The technical framework and the technical methods in each link of the water-saving planning in industrial park are been investigated. After pointing out the problems in the analysis on the present situation of water utilization and water-saving and the performance effect evaluation of water-saving planning, this paper proposes to respectively apply SWOT analysis and cost-benefit analysis in the two link of water-saving planning in industrial park.In the research on the applicability of the SWOT analysis, this paper takes Shanghai Zizhu high-tech industrial development zone as an example. Through the collection of present situation on water utilization and water-saving work of8tipical enterprises and2universities and the general situation on water resources, water supply,etc. of the whole development zone, the SWOT elements analysis method is been used to measure the strengths, weaknesses, opportunities and threats on water-saving work of Zizhu development zone. Strategic measures on water-saving planning are provided through SWOT elements cross-analysis in this paper. The main conclusions are:(1) By SWOT elements analysis, Zizhu development zone possesses six advantages, four opportunities, three weaknesses and three challenges in the present situation of the water utilization and water-saving works. The relatively obvious internal advantages and external opportunities provide a good opportunity and environment for future water-saving planning;(2) SWOT elements cross-analysis is been applied to intersect the internal and external environmental elements of Zizhu development zone to construct SWOT matrix.In the research on the applicability of the cost-benefit analysis, this paper takes Shanghai Xinzhuang industrial zone as an example and takes90tipical water utilization enterprises as research objects. The detailed data on the investment cost and water-saving amount of each water-saving planning project carried out by90enterprises from2009to2015have been obtained through the questionnaire survey method,49effective questionnaires have been obtained. The performance effect evaluation of water-saving planning projects of the industrial park is been valued by two indicators—NPV (Net Present Value) and CBR (Cost-Benefit Ratio) from the perspective of economic feasibility.The conclusions are:(1) The CBR of the water-saving planning projects achieves the span from less than1to more than1in3to4years, indicates that the economic benefit exceeds the investment cost, the water-saving planning projects begin to produce net benefit;(2) The water-saving planning projects will bring30.23million yuan of net economic benefit in5years for the whole industrial zone. The CBR will reach to1.6, which means that the water-saving planning projects will bring¥1.6of profits with¥1of investment cost. The water-saving benefit is very considerable, and will increase gradually with the extension of the service life of the water-saving planning projects;(3) Whether the NPV or the CBR, the growth rate of both are the highest during5years to8years of the service life of the water-saving planning projects. When the service life comes into8years, the benefit of the water-saving planning projects will reach up to74.62million yuan for the whole industrial zone, increase by more than44million yuan compared with the case of5years’service life.
