With the acceleration of the process of industrialization and the increase in water consumption,the issue of water resources has become a strategic issue that restricts and affects the sustainable economic and social development of many countries in the world.In order to solve this problem,our country has successively promulgated many policies and regulations related to water resources development and utilization and water resources management and control,so as to further improve the utilization efficiency of water resources,and guarantee the sustainability of economic development under the constraints of water resources.The scientific use of water resources is inseparable from the industry’s rational evaluation of its own water use conditions.Through scientific analysis and evaluation of the industry’s water use level,exploring the water use problems and water-saving weaknesses of industrial enterprises,proposing corresponding water-saving measures,and further tapping the water-saving potential is the primary task of sustainable industrial development.In order to evaluate industrial water saving more scientifically,this article is based on the existing evaluation theories,evaluation methods and evaluation indicators,industrial water efficiency analysis,industrial water saving evaluation,industrial water saving potential analysis and industrial water cycle chain are organically combined,a calculate-water-efficiency with a single index and build-evaluation-model with an index system,advanced domestic and foreign water-saving technologies and quota indicators are combined to calculate water-saving potential,comprehensive all aspects of industrial water-using evaluation system was formed.Taking Chengdu as an example,the typical analysis is carried out from two aspects: industrial economy and water use status and industrial water saving development,using entropy method to evaluate industrial water-saving,and based on advanced water-saving quota indicators and existing regional development plans for water-saving potential analysis.The results show that the current level of industrial water saving in Chengdu is relatively good,but there is still a certain gap between the advanced water saving levels at home and abroad,and there is still a certain water saving potential.The evaluation index system established by the institute is in line with the actual development of Chengdu.The industrial water-saving evaluation and water-saving potential analysis of Chengdu will help all districts and counties formulate reasonable plans for industrial water-saving weaknesses,and ensure the economic benefits of each district and county.Social benefits and ecological benefits develop together.
