In this paper, a detailed analysis of the domestic and foreign resources management informationsystem development on the basic theory of the Irrigation Management Information System. Combined withthe actual situation of the large irrigated areas Kalangguer tacheng city of Xinjiang, developed by theIrrigation District Water Regime Forecasting SCADA monitoring system.The system consists of three parts of the central information processing subsystem, the shuttermonitoring subsystem and Irrigation project information management subsystem. Center informationprocessing subsystem design through full-duplex100Mbps fiber optic Ethernet ring network constructionsystem the SKJ scheduling management software platform, to achieve GIS-based data management; thegate monitoring subsystem design and implementation of the water regime, rainfall regime and real-timemonitoring of the work of intelligence information; Irrigation District project information managementsystem the stage results generated in the process of project management information management, formanagement to provide a scientific basis for decision making.The results obtained are as follows:(1)The construction of the the hydrological forecasting automation control system, to ensure thereliability of the irrigation area hydrological data accuracy and timeliness, and improve the efficiency andeconomic benefits of the irrigation district management.(2) Correct scheduling decisions can be carried out by automatic monitoring of hydrologicalinformation (water level, rainfall, gate-bit), to improve water utilization to achieve scientific water, waterconservation; achieve flood protection monitoring, to ensure that the irrigation district cited, safe floodwater conveyance system.(3) Construction of hydrological forecasting automation control system, query river and irrigationdistrict hydrology, hydrological information and engineering information convenient; networking ofinformation, sharing of resources. Through practical application, to good effect.
