The early years of the Qing Dynasty, the Qing government implemented the banpolicies to protect Birthplace in the Northeast. Later, it gradually relaxed the ban innortheast. With the increasing of the displaced persons in inland. The permission toreclamation put Ken of the Horqin Six Flags Monte administered by Mukden Provincewas expanding under this historical context. From the Horqin Six Flags as an entry point,the article analyses the Monte put Ken’s background, the process and its impact.The paper consists of three parts, The main content is as follows:The first part entitled the natural and cultural overview in the Horqin Six Flags. Itelaborates Horqin tribal’s sources and the situation of the set and evolution in sixMongolian flag. Why is there put Ken activities in this period, with the integrating of therefugeesfrom inland. The Regional development of the Northeast and Border crisis of thelate Qing Dynasty and so on,these factors contributed to the reclamation of the Monte.The second part entitled Reclamation by recruiting and measurement to reclamationby the official bureau in Horqin Six Flags in the late Qing Dynasty.It states the pattern of the permission to reclamation, mainly including two styles.One was reclamation by Mongolian flag counties recruiting; The other was measurementand reclamation by the official bureau. Including the areas reclaimed by each two pattern,and the set situation of Official Bureau. This section detailedly discusses the reclaimedtime,area, process and quantity of various Mongolian flag counties.The third part entitled Consequences and impact of the Modern permission toreclamation in Horqin Six Flags, which concretely addresses the impact by the Modernpermission to reclamation in Horqin Six Flags. Firstly, it promoted the displacedpersons from inland to settle in and the Mongolian region’s population structure tochange; Secondly, the paper discusses the influence to the social economy of NortheastMongolia region。Finally, the article exposits the destruction of the permission toreclamation to the local prairie ecological environment.
