In the 21st century, it is an important and arduous task to develop forestry and construct ecology environment in China. To accomplishment the task a key point is at making feasible forestry policies. With enlightened governance to farmers and intellectuals, efforts to develop economy and reduction the burden of peasants, the Times of Kang-Qian, a peaceful unprecedented heyday, was build up in Qing Dynasty. In the middle of Qing, Chinese population had expended sharply, which brought about great social crisis, however, the government paid no attention on environmental protection but relief for refugees and reclamation wasteland. Devastation of forestry, reclamation wasteland and charcoal production were everywhere, and the greatest ecological disaster in Chinese history was created. The author analyzes the origin, process and result of the great crisis.
