Agricultural informatization is the important content of the modern agricultural development in our country, since at the beginning of2000it has been high concern about Chinese Communist Party and government."last kilometer" problem in the process of the agricultural informatization which like a mountain stands in the process of agricultural informationization development, how to cross the mountain has become the diffcult problem that we need to confront.From the research of Last Kilometer root causes, there are four key points. The first, the Chinese farmer’s incoming is low, they can’t afford the new technical device. But, most current agricultural R&D are based on the fashion devices, which is hard to be popular in rural area. The second, the most popular platform, the PC machine, is still expensive to the common farmer. The third, lots of agricultural information system is almost dead after it’s brought out, lacking maintenance. The last, not local-orient design. The information is country-wide, which can’t provide the accurate suggestion to the village level.Mobile Agricultural Technique Secretary (MATS) is attempting to solve the Last Kilometer problem. The goal of MATS, developing based on the Flash Builder, is to build a platform connects with the information publishers, such as agricultural technicians and experts, and the ordinary farmers only by the smart phone. Through this platform, farmers can receive the agricultural information anytime and anywhere. Compare to other similar systems, this service focuses on the localization of information resources, specially, for the county unit. On the one hand, it puts all national soil testing results and the newest fertilizer projects achievements together. On the other hand it collects the local agricultural characteristic information. As we know, in agriculture, fertilizing is the top one investment, which is also the main pollution source of farming. There is the data in the national measured soil fertilizer project database about the soil nutrient content, but that is non-sense for the common farmers. So, how to apply these data to the actual production process is the prime goal of this system. The fertilization decision-making model and fertilizer materials proportioning calculation model can help to convert the raw data into the final fertilizer formula, which is supposed to make the researchers and farmers much more closed. All of these are trying to solve the informatization "last kilometer" problem. iPhone, released from2007by Apple, being a presenter of new smart phones, has being changed the world. The iOS with other new platforms, such as Android, growing rapidly with the friendly UI, easily to use, cheaper and cheaper, would help to promote MATS at the vast farming market. In contrast, the traditional mobile phone can not be accepted by the most of users, because it just have single function, complicated operation and the operating system.The MATS is a cross-platform mobile application, covering both two main stream smart phone OS, Android and iOS, with the help of Flash Builder. This paper will introduce the solution goal, the decision-making model design and the satellite modules, developing under Flash Builder4.6, ArcGIS Service for Flex and Visio Studio2008environment, building SQLite and Access relational databases and the backend HTTP service, testing and debugging the frontend application on Google Nexus S cell phone.Currently, the frontend application of MATS has been deployed into several smart phones successfully, which is a bridge between the users and the agricultural information publishers. The whole system comprehensively integrated the Hubei province farmland productivity evaluation results and the compound fertilizer formula technology with the information feedback mechanisms. It’s supposed to have the farmer customers to get practical and exclusive information easily and happily.
