Anding District Dingxi City in the Loess Hilly Region is one of the areas of serious soilerosion in China. Serious soil erosion has been resulted in a significant loss of water and soilresources, thus making a reduced productivity and backward economy in the local land,which has become one of the main reason for the life in poverty and backwardness. After thefounding of new China, the state has input a lot of energy invested in the region’s soil erosioncontrol comprehensive work, and carry out actively the research and governance. Soil andWater Conservation Benefit Evaluation came into with the ongoing work of the Soil andWater Conservation, and has an increasingly important role in the comprehensive soil erosioncontrol scientific research work. To deal with this problems of soil erosion control benefitassessment in Loess Plateau, will play a significant role in water conservation policyformulation and implementation at all levels in China.The principle based on the theory of Soil erosion, principles of sustainable developmentand ecological economics. under the guidance of《Comprehensive control of soil and waterconservation Method of benefit calculation"(GB/T15774-2008)"》, selecting the differenttimes of the comprehensive management of soil and water conservation based on DPSIRmodel, Anding District of Dingxi City Soil and Water Conservation measures most extensivearea of engineering measures (including terraces, the Jota and dam, hereinafter referred to as"three fields"), water and soilto maintain the overall efficiency of the different proportions ofwoodland and grassland as the research object, constructed for soil and water conservation inthe region benefit evaluation index system. The system is to the area of soil and waterconservation benefits for the target layer, And the use of gray relation projection method,scientific and systematic evaluation of the past30years the benefits of regional Soil andWater Conservation, the main conclusions are as follows:(1) Gray projection value of soil and water conservation benefits in1993,2000and2010in Anding District of Dingxi City were0.1161,0.1903and0.2184. Thus, the value of soil andwater conservation benefits in2010was the largest, the structure corresponding is alsosuitable measures to optimum scale structure in the region.(2) Before1993. With the development of soil erosion control work ongoing, the ratio of farmland、woodland and grassland area is1:1.02:0.91in configuration structure of the soil andwater conservation measures. In the governance of the state Soil and Water Conservationresources input into larger, but not very significant, the cost-effectiveness of the Soil andWater Conservation, social, economic and ecological benefits an index value of0.1167,0.0284and0.0546, the overall efficiency index value of only0.0319. However, the social, economic and ecological benefits showed a growth trendstudy period1.5,4times and4.8times, respectively, the overall efficiency index alsoincreased by269.59%.(4) From2000to2010. The value of the benefit of soil and water conservation in this stageof the research is the best. Compared with2000, the overall efficiency of value growth of23.49%, compared with1993, an increase of356.43%. And ecological benefits increasecompared with2000, an increase of50.50%. The reason why the effectiveness of governanceof the study period significantly, the main reason is that the configuration of the Soil andWater Conservation measures are more reasonable, the proportion of agriculture, forestry,animal husbandry and1:0.94:0.48.(5) Ecological benefits of soil and water conservation was calculated qualitatively inAnding District Dingxi city on this study. The result shows that the ecosystem services valueof soil and water conservation is the most remarkable in Pedosphere, the proportion ofecosystem service value accounted for84.55%,86.75%and87.62%in the three studyperiods.And the value of keeping the soil and reducing waste land is the most prominent ofall.(6) Economic, ecological and comprehensive benefits have been a significantly improvedvia adjusting and optimizing continuously the structure of soil and water conservationmeasures in Anding District Dingxi City. Therefore, the combination of the three control measures to adjust and optimize land use,"three fields", water conservation forest andgrassland structure ratio continuously, while increased investment, is to promote eco-social-economic development of the fundamental way out.
