With the rapid development of urbanization, urban road construction is also in constant development. As an important part of urban construction, the construction of urban roads will have a significant impact on the urban ecological environment. At present, urban road construction of soil and water loss, has become China’s urban environment is a serious a failure mode, in order to ensure the stability and harmony of the urban road construction of regional ecological system must of urban road construction of regional soil and water loss management, governance, take soil and water conservation measures for prevention and treatment.In this paper, through the investigation and study of Fuzhou City in urban road construction project of soil and water loss and soil erosion prevention and control measures, this paper analyzes the Fuzhou City road soil construction projects soil erosion types, characteristics, and the establishment of the Fuzhou City Road and maintain measures comprehensive benefit evaluation index system. Fuzhou city and the Hongshan Bridge to the Hongtan Bridge broaden the prediction of the comprehensive benefits of soil and water conservation measures reconstruction project. The main results are as follows:(1) This paper selects the traffic construction, and soil erosion modulus; vegetation coverage; soil erosion area ratio; water and soil conservation investment, line of sight guide, landscape coordination; soil and water loss control degree and vegetation recovery rate, slag retaining rate, land reclamation rate, soil erosion reduction rate of 12 indicators of disturbances. Application level analysis determine the weight, and the establishment of comprehensive evaluation model, the urban road and maintain measures benefit evaluation results are divided into grade I-V, respectively, the corresponding evaluation results is very good, good, general, poor and very poor grade 5. The evaluation system of comprehensive benefit index of soil and water conservation in the urban road of Fuzhou city was constructed.(2) In Fuzhou City Hongshan Bridge to Hongtang bridge broaden reconstruction engineering measures for comprehensive benefit evaluation of soil and water conservation, get on measure results of comprehensive benefit evaluation of soil and water conservation:Fuzhou Hongshan Bridge to Hongtang Bridge Widening Reconstruction Project of soil and water conservation measures are implemented, comprehensive benefit will reach good grades, membership degree maximum 0.561, according to the principle of maximum degree of membership, Fuzhou City Hongshan Bridge to Hongtang Bridge Widening Reconstruction Project of soil and water conservation in the comprehensive benefit evaluation grade II. Indicates that the system of water and soil conservation measures can be further improved to achieve a better standard.
