At the end of last century,the policy of returning farmland to forest is a major environmental protection policy issued and implemented in China,and it is also one of the important decisions to realize the strategy of western development.Its basic purpose is to protect the ecological environment of our country,improve the living environment of our country,and realize the sustainable service function of natural ecosystem.At the same time,as an ecological poverty alleviation policy,it aims to improve the living environment and living standards of residents in ecologically fragile areas and poverty-stricken areas.In order to ensure the smooth implementation of the project,the central government and the local governments of provinces,cities and counties have issued a series of policies and regulations on the conversion of farmland to forests,making the conversion of farmland to forests become an environmental protection public policy with the largest investment scale,the widest coverage and the highest public participation.Up to now,the policy of returning farmland to forest has been implemented for more than 20 years.It is of great practical significance to apply certain policy evaluation methods to analyze and study the effect of the policy and then improve the policy performance.In this paper,Wuqi County,Shaanxi Province,is selected as the research sample area,and Wuqi County's policy performance is taken as the research object.Combined with the basic concepts and basic theories of public policy and policy performance evaluation,a multi-objective analysis method is adopted to build a policy performance evaluation system,which comprehensively evaluates the policy performance of returning farmland to forest in Wuqi County,and affirms the achievements of returning farmland to forest in Wuqi County On the basis of the above analysis,the paper puts forward suggestions on the possible problems and deviations of the policies,promotes the effectiveness of the implementation and implementation of the regional policies,improves the regional environment,improves the regional economic level,so as to better consolidate the achievements of the policy and provide useful suggestions and references for the government to improve the performance of the policy.The paper is divided into six parts.The first part is the introduction,which mainly introduces the research background,purpose and significance of this paper,the current situation of the research on the conversion of cropland to forest at home and abroad,the research contents and methods of this paper,as well as the possible innovations.The second part defines some basic concepts such as the policy of returning farmland to forest,the policy of returning farmland to forest and the performance of the policy.Secondly,it introduces the theory of public goods,the theory of new public service and the theory of performance evaluation of public policy,which provides a theoretical basis and lays a policy.The fifth part is the application and conclusion analysis of the policy comprehensive benefit evaluation model.By comparing the policy performance level before and after the implementation of the policy,it can be concluded that the comprehensive benefit of the policy in Wuqi county is obviously better than before.The sixth part summarizes the review and Research on the policy of returning farmland to forest in Wuqi County,analyzes the problems existing in the policy,and puts forward corresponding suggestions for policy improvement according to the policy problems and deviations found,so as to provide reference for the subsequent policy improvement in Wuqi County.Through the analysis and research,the following conclusions are drawn in this paper:(1)the implementation of the policy of returning farmland to forest in Wuqi county is early and exploratory.The ecological environment,economic and social development of Wuqi County have changed greatly before and after the implementation of the policy,which has improved the ecological appearance of the barren mountains and greatly increased the income of farmers.It shows that the implementation of the policy has brought great changes to the ecological environment of Wuqi County,and its ecological benefits are significant.However,due to the strong externality of the policy,the obvious delay of the economic effect of the forest,and the financial pressure,which leads to the single variety of seedlings and other problems,the economic benefits of the policy,especially the forestry,are significant The output value still has great room for improvement.In view of the promotion space of the policy performance,this paper puts forward the following suggestions:(1)strengthen the top-level design of the policy to avoid the waste of resources;(2)enrich the sources of funds and establish a long-term compensation mechanism;(3)increase the transparency of policy implementation and increase the participation of the
