Evaluation on value of forest resources is an important part included in the accounting on value of forest resources. The trial forest farm in Wangyedian, Chifeng City, Inner Mongolia Autonomous Region is taken as the example in the paper. Amethod of3S technology combined with Economics and Management is proposed to evaluatethevalue of forest resources. The evaluation adopts the combination of polygonal plot with TM and ZY-3remote-sensing images to calculate the forest growing stock, and then the current market price method is used to calculate the magnitude of wood resources value in the study area;GIS is used to analyze the remote-sensing images,and the relevant factors associated to the quality of the woodland is screened according to the second class of survey data, analytical hierarchy process is used to select the factor with greatest impact of woodland, and the expert scoring methodis supported to evaluate, score and rank the quality of plot woodland in the study area.Scoring criterion table for factors is established to get the scores of different types of woodland indicators, so as to finally conduct reasonable and reliable measurement for the period expense and costs generated during the development process of forest resources in the study area by means of combining with present earning value method, and realize the evaluation for forest resources value in the study area; and the evaluation on ecosystem service value of the study area is conducted according to the Functional Assessment Specification for Forest Ecosystem Services in Forestry Industry Standard LY/T1721-2008of the People’s Republic of China.According to above methods, the current value of forest resources in trial forest farm of Wangyedian, Chifeng City, Inner Mongolia Autonomous Region is:(1) The value of wood resources is453.6788million Yuan,(2) The value of woodland resources is62.295043million Yuan,(3) The value of ecosystem service includes that:the value of water conservation is81.1498million Yuan; the value of soil conservation is1.762058billion Yuan; the value of environment purification is15.4941million Yuan; and the value generated from carbon sequestration and oxygen production is45.2483million Yuan.Through the field investigation and measurement of forest region and the application of3S technology, the paper analyzes and obtains that the forest growing stock in the study area can conduct a reliable measurement for the value of wood resources. The factor that has the closest connection with the environment is selected according to the woodland features to analyze and evaluate the site quality of the woodland,and the value of woodland is calculated by the corresponding evaluation score. Such evaluation method of woodland quality enjoys high efficiency compared to other methods, and it can fully reflect the woodland feature in the study area.
