Urban crisis is the phenomenon or event that has bad affect on the city in the course of city's development. It has different representations in different eras. Sometimes urban crisis includes race riot, fiscal crisis, political crisis, the crisis of thought, cultural crisis, the pollution of the environment, and so on. There were a number of race riots in the American city in 1960's. There are hundreds of race riots from 1964 to 1971 in the American city. Many people injure or die, a lot of people are arrested, and a large number of properties are lost. The loss mainly is black's. The American government cracks down those riots through the National Guard and federal army.In the history of Detroit, it gradually become black from white. Many white residents leave to the suburb, and the vacuum is filled with blacks. Although the proportion of whites decrease, they control the city, including economy and politics. The white also control the accommodations of Detroit. There are many blacks in the city, but they only have small power. The black wants to change this situation and control the city by them. At that time, there are a lot of race riots all over the USA because of suburbanization, housing segregation, urban renewal, and the awakening of the black. A race riot occurs in Detroit. The Detroit riot is the biggest one. After the riot, the master of Detroit is the black.The paper includes four chapters with an additional introduction and an epilogue.The research meaning is firstly introduced and then present research situation is reviewed. It puts forward some issues already solved by the researches as well as those unsolved. Lastly, the basic clue and outline of the paper is introduced in this paper.Chapter One, the historical background of he urban crisis is going to be studied. After the II world war, American suburbs grow faster than before, suburbs become the center of population and economy. The suburb develops very well, but the city eclipses. Blacks come to the city face the situation alone; Because of racism, the housing segregation become worse, a lot of black people are out of work; Blacks don't get the benefits when American government carry out the "Urban Renewal" projects, and urban renewal is justly described as "Negro removal" during the post-war years; when the black strive for their rights, some whites attack them, some of black people are radical, they set some radical groups, and they want to use violent action.
