This paper mainly explores Qing Dynasty’s Bi Ding policy towards Mongolian banners and its related laws and regulations. On the basis of Sumu quantity of Marqin Zhong Qi Banner in Qing Dynasty, and "Bi Ding roll" that of Emperor Daoguang27th year and the republic of China8th year as example, the paper analyses some questions such as in different periods, how the Bi Ding policy was carried out in Harqin Zhong Qi Banner Sumu organization, and the decrease of Jian Ding, Sui Ding and Tabunang in "Bi Ding roll"in1919.This thesis presents increased taxes and corvee that were taken on by the current Jian Ding and Sui Ding, the increase of population who migrated to Mongolian Banners of Northern Zhelimu League and Joo oda League to do farming. The paper says that basic-level social problems such as the harm of"Jin Dandao incident", increasing number of Lama and continuous natural disasters caused the population decrease of Harqin Zhong Qi Banner’s Jian Ding, Sui Ding and Tabunang in the first years of the Republic.
