China have been proposed construction of spiritual civilization severa1years ago, but in rural areas, the implementation is not optimistic, take Xiaogan City, H ubei Province, for example, the author analysis the cultural construction of Xiaogan City through reading the literature, conducting the field surveys, the author from the following aspects are described:Part Ⅰ:Briefly discusses the research background and the methods.Part Ⅱ:Description of the current situation of the cultural construction of Xiaogan City, fr om the current situation of the government’s propaganda, Xiaogan’s cultural construction has made certain achievements; The public cultural facilities get improved, cultural talent s made a great advance, Farmers are also willing to participate in various cultural activiti es, many cultural heritage was elected to the " Intangible Cultural Heritage". The culture construction of Xiaogan City are into a high-tide period.Part Ⅲ:Xiaogan City cultural construction has made certain achievements, but there still are a lot of problems, the first government investment funds are limited, followed by that, the public cultural facilities lack of effective long-term management after the completio n, at the same time most of the cultural facilities are not service for the farmer but just to be a layout, what’s more, the local government focus on its economic development, the c ultural construction is just a performance for most of leadership. Finally, many farmers ar e not able to read, spiritual and cultural needs is also not high, the government introduced a series of measures t can not meet the real needs of them.Part Ⅳ:To propose some strategies to improve the local culture construction. First, the lo cal government should pay more attention to the cultural form financial and human resou rces to make investment; Second, we should make a feature of the culture of filial piety b rand, to create a bright spot, let it also be able to serve economic construction; finally it is necessary that to strengthen the construction of cultural talents, introduction of talent, an d it should be able to retain the talents, so that these cultural talents can serve the constru ction of the local culture, and to improve the overall level of local culture construction.
