The Problem Research On Rural Culture Construction Of Fuling District Of Chongqing Under The Background Of Rural Revitalization

In the 19th CPC National Congress,Rural Revitalization Strategy was put forward to upgrade agriculture,advance countryside and develop farmer all around.The subject of Rural Revitalization Strategy is famer,and the most important is to improve farmers' cultural quality.Strengthening rural cultural construction is the main road to improve farmers' cultural quality.Fu Ling is located in Chong Qing and hinterland of Three Gorges Reservoir area,Issues concerning agriculture,countryside and farmers is very obvious,so it need more strengthening rural cultural construction to drive rural culture revitalization,and offer spirit energy.Although Fuling's rural culture construction has made great progress,there's some problems.The quantity of Rural common culture infrastructure is not enough,its distribution is not equitable,and its providing for famers is not satisfied for real needing.the quantity of crews of rural culture is not insufficient,its profession is not matching,its educational level is not high,so it is difficult to promote rural culture revitalization.The rural culture industry is backward,the usage of intangible cultural heritage is not insufficient,the culture competitive products is not enough,it is difficult to mobilize rural industry development.The rural cultural life's taste is not bad,cultural brand is not enough,it is difficult to meet farmer's cultural life needing.All of these are ascribed government underestimating,efficient input,lack of training,lack of exploiting,less organized,farmer's lower subject awareness and lack of initiative.According some cultural theory and refer to rural culture construction experience of Zhejiang,Guangdong,Sichuan,Liaoning and Hubei Province,Fuling's rural culture construction can proceed from six aspects.Firstly,fully develop government's leading role,insist on culture construction strengthening Fuling's development,use three culture plan Fuling's rural culture construction as a whole,use three target to improve rural culture construction,and formulate some laws and regulations to ensure its construction.Secondly,raise farmers,thinking and cognizance,enhance their culture self-consciousness,and boost their culture ethic-consciousness.Thirdly,strengthening the construction of public cultural service facilities in rural areas,its need to increase investment,meet the various demands,reinforce management,bring into play,integrate resources,promoting equalization of public cultural facilities in urban and rural areas,and improve the mechanism of multiple co-construction.Fourthly,Strengthening the construction of rural cultural personnel,its require perfection training mechanism and selection mechanism,standard management,coordination.These measures focus on solving full-time and part-time cultural personnel's insufficient quantity,low level of culture and professional mismatch.At the same time,the government must make full use of middle cultural personnel,organize their training,compile local education textbooks for rural cultural construction.Fifthly,paying attention to the construction of rural cultural products,vigorously developing the cultural industry,making full use of local historical and cultural resources to develop cultural products,creating literary and artistic works,and conscientiously strengthening the protection and utilization of cultural heritage.Finally,Enriching and increasing investment in rural cultural activities,leading farmers to take part in cultural activities voluntarily,and further building brand of rural cultural activities.All of these need governments at all levels' self-conscious promotion in highly confidence and consciousness,strengthen organization and leadership,complete plan,increase financial input,and perfect incentive measures.Only in this way can Fuling realize rural culture revitalization,thus endow Fuling's rural revitalization with soul,really meet people's expectation of happy life.
