A Study On The Construction Of Public Culture Service Performance Indicators System:Take Province For The Object

Pulic culture services is an important content of public services, but also the important duty of governments. Although in recent years, the CPC Central Committee and the State Council held a series of meetings on the development of public cultural services, issued a series of policy documents. This efforts actively promote the development of national public cultural service system. At the same time we have to see that the development our public of cultural services also exist some serious problems and shortcomings, such as the supply and demand contradiction of public cultural services, uneven access to basic public cultural services, and the lack of a reasonable indicator system of public cultural services. If these problems are not to be addressed as soon as possible, cultural development and prosperity goals are impossible to achieve.The study of public cultural services Index System has important theoretical value and practical significance for promoting the development of public cultural services. This article aims to promoting scientific and reasonable performance assessment mechanism, by means of constructing the indicator system of public cultural services for the province level government.Firstly, through analysis of existing theory and practical experience at home and abroad, this article summed up the impact factors and value orientation for index system construction of public cultural services. Under the guidance, we will complete the preliminary theoretical construct of the index system of public cultural services. Then we will do our best to improve the indicators system by means of membership analysis, correlation analysis, and discernment analysis. Finally, we will do a practical application of the indicators system to evaluate the public culture development performance of31provinces. The results is also consistent with our theoretical expectations.
