After the Russo-Japanese War, China and Russia signed the " Treaty ofPortsmouth ", according to which the Russian government would transfer the railwaybetween Changchun (Kuanchengzi) and Lushunkou and all its branches, andprivileges to Japan. In order to run these rights, the Japanese government decided toset up a special corporation--South Manchuria Railways Co., to manage Manchuria,carrying out its long-planned "Mongolia policy ".South Manchuria Railway Co.(1906-1945), shorted as the ManchurianRailways is called as a special club due to its special mission, not because it waslaunched by the state. On the surface the company was one of the business companiesoperating the railway and mining, but in essence it was a giant colonial organizationsubstituting the government management in Manchuria and carrying out the policy ofaggression against China. In the presence of forty years, the company cooperated withJapanese government, grabbing economic interests in northeast by various means,controlling Northeastern political situation through interference to maintain the stateof controlling in Northeast and the interests of Japan in the northeast, and thenimplementing the policy of aggression against China step-by-step.This paper studies the typical historical events of the change of political situationbefore "the918Incident ", namely the Revolution of1911, the Guo Songling Incidentand " the918Incident ".It’s mainly on the relationship between the ManchurianRailways and the political situation in northeast to discuss its political role played andreveal its nature of the policy of aggression as a colonial aggression, interfering othercountries’ politics.
