Research On Public Culture Service In The View Of Polycentric Governance Theory

Peasant-workers are the main part of modern industrial workers of our country and the important strength of modern construction. Peasant-worker problems, accompanied by peasant-workers and growing social problems, are gaining more and more attention of the party and government and all sectors of the community.Recently, the new generation group of peasant-workers has played an important role in this group. How to resolve the new generation group of peasant-workers’problems effectively has become inevitable topic. Because of the restrictions of urban and rural didactic structure and their own standards, the new generation group of peasant-workers has something in common with traditional peasant-workers. However, due to their higher requirement for life and work in the era of reform and open policy and society transition, they are more aware of the right protection and development and have more need for public culture service. Although government at all levels are taking active measures to meet their needs, some problems and drawbacks still exist, such as government being subject, the lack of social participation and single service subject and so on.Faced with these problems, the article focus on the angle of view of Polycentric Governance theory and research the new generation group of peasant-workers’public culture service problems in current situations. The author chooses the new generation group of peasant-workers in Shenyang as example and focus on Polycentric Governance theory angle to seek the problems in the new generation group of peasant-workers, and try to put up with resolve strategies. The article is decided into four parts:the first is an introduction, including research background, research significance, research summaries at home and abroad, research methods and possible innovation points. The second part mainly introduces related concepts and theory basis. The third part elaborates the status and problems of new generation group of peasant-workers in Shenyang. And the forth part conducts a deep analysis of reasons for the exist problems. The last part puts forward corresponding resolve methods, named government, market, social public collaboration and benign interaction.For the time being, researches about the public culture service problems of new generation group of peasant-workers are not many. This article analyzes the exist problems and reasons from the angle of Polycentric Governance theory via interview and questionnaire surveys and so on, and put forward corresponding counter measures to provide idea of resolving the problems of new generation group of peasant-workers and also provide more possibilities for meeting the needs of public culture requirements of new generation group of peasant-workers.
