In present times, information technology has become a typical technical system. It has developed rapidly, which has made it the leading technology in today’s world of science and technology revolution. The problem of relationship between information technology and culture is one of the hot spots in today’s world. The rapid permeate and wide use of Information technology in culture has a significant impact on the cultural innovation. It is not only an inevitable trend of era development, but also an inherent requirement of cultural innovation and development to attach great importance to application of information technology in the cultural innovation, with the cultural information driven the culture modernization. This article attempts to analyze and summarize the development of cultural innovation and effect by current information technology, and then puts forward a drive system on the development promotion of the scientific and technological innovation and cultural innovation.Scope of this study is a cross-disciplinary field. Thus, in the inductive analysis based on the duality of its objective, the different perspectives through a multidisciplinary focus on philosophy, sociology, economics and other disciplines related theory as the basis. From the multi-angle, multi-faced theoretically explains the problem and research. For further cultural development of science and technology into full play the supporting role, strengthening the combination of culture and technology, so in-depth study of modern information technology on the role of cultural innovation duality analysis, with certain theoretical and practical significance.
