As an important economic system in ancient China,the Local Tribute System means thatlocal governments provided their native products free of charge for central government andthe emperor,which played an important role in meeting the country’s financial and courtconsumption. The Local Tributes originate in Xia Dynasty, which was separated from thetaxes runned independently in Han Dynasty. In Ming Dynasty,the Local Tributes haddeveloped more perfect At the early of Ming,the first emperor established their own localtribute system.According to the different use, it had two parts:the tribute items andmaterial.At first,it was regular fixed,but from the move to the new capital of Yongle,thenumber and variety tribute imposed gradually.Since that,more and more people were troubledby the local tribute system. As one of the chief secretary of the Ming Dynasty, the Hubei andHunan had vast territory. If it had a bumpe havest,the world is enough.But the most of tributeof Hubei and Hunan were Phoebe game hides,so we could know that its economic developedunbalanced.There were specialized transport,for which along people must take the obligation.With the development of commodity economy, the form of tribute was imposed graduallytransformed to the monetary kind, at the same time, the rulers purchased their required itemswith the collapsible versus.Purchase behavior was beginning to make up for the inadequacyof the tribute, after that became more frequently.Due to the the super economic exploitation ofthe businessman, inhibition of merchants into hiding, mandatory purchase appeared.Therewere many problems of Hubei and Hunan, such as mismanagement and official corruption,tired-service delivery,the phenomenon of tribute non-production.
