A Study Of Government’s Responsibility On The Protection Of Historical And Cultural City

China has a long history and splendid culture, the city as part of this, has the rich historical heritage, carrying a heavy historical and cultural information, and witnessed the change of the history. As Historical and Cultural City saves a lot of material culture heritage, it embodies China’s long history and splendid culture. Due to the process of speeding up the construction of modern city with historical value, cultural connotation of the ancient town, old streets, old buildings damaged in varying degrees. Some cities were blind expanded in large-scale construction process, resulting in some with cultural heritage was dismantled, and destroying city’s outlook of history and cultural tradition. Contradiction between the protection of Historical and Cultural City and modern city construction have become increasingly prominent.How to effectively protect the Historical and Cultural Cities become the problems to be solved. At present, the protection of Historical and Cultural City in China has caused the government and the people’s attention, but due to a late start, imperfect laws and regulations, administrative management, lack of funding and so on are still important problems for the protection. The purpose of this paper is to study the government’s responsibility in the protection of Historical and Cultural city from the perspective of public management,learn from experiences of domestic and foreign advanced protection of Historical and Cultural City, analyzing the present situation of government’s responsibility, existing problems and solutions on the protection work.At the same time, taking Historical and Cultural city of Datong as an example, analyzing the beneficial effects and adverse effects of government’ s responsibility on Datong City in the protection of ancient city protection. And, further improved laws and regulations and administrative management need to present to Datong in the process of protection. At last, writing this paperis to put forward some feasible suggestions to protect China’s Historical and Cultural city.
