A Study On The Social Investigation Of Nanjing National Government

The social investigation of the modern government in China dates back from the time of the late Qing New Deal, developed during the time of Peking Government and formed a large scale till the Nanjing National Government. It played a very important role in the modernization of China. With the concerned theory and knowledge about political science, social psychology and statistics, this thesis analyzes the social investigation in detail, which was carried out by Nanjing National Government from 1927 to 1937 so as to make an objective evaluation on its historical function.After its foundation, with the need of founding a new country, Nanjing National Government had a sober perception about the importance of social investigation, which prompted the development of social investigation on large scale. The investigation had a close relationship with the Qing Terminal New Deal and Peking Government, and it also with the boom of the social investigation carried by the folk during the 1920s to 1930s.In order to carry out the social investigation better, Nanjing National Government established the social investigation and statistical institution of every grade, and constituted all systems of investigation and statistic, Statistical method as well as related statistics training manpower plan and method, especially after the setting up of the statistical bureau of the accounts and statistics in 1931, each institution and system were reformed and perfect, and the full statistics institution was formed ranking from the central to the local, guaranteed the survey result scientific nature and the accuracy, which put the Nanjing National Government investigating and statistical cause on the right track,and becomes the formulation national policy truly brain trust。The content of the social investigation carried out by Nanjing National Government is very rich, including population, agriculture, education, price, transportation, industry, sanitation and minority nationality and so on, and achieved considerable results. This thesis synthetically concrete study Nanjing National government's investigation statistical work in each profession expansion analyzed the exact operation of the social investigation carried by Nanjing National Government and pointed out its achievements and deficiency by illustrating the three aspects of industry, agriculture and population. It also made an individual case analysis of the census carried by the Nanjing National Government in 1928, and the general investigation into the population and agriculture of Jurong County carried by the Defence Designed Committee in 1933. In this way, it explored the exact operation model of the government in the process of social investigation, the evident significance of the institution and the system analyzed its advantages and disadvantages, which provided a model for understanding the ture social investigation of Nanjing National Government.In order to have a better understanding of the historical role of the social investigation carried out by Nanjing National Government, this thesis made an analysis by comparing it with the social investigation carried out by the late Qing Government, Peking Government and the homochronous folk social investigation and the one carried by Chinese Communist Party, not only highlighted the Nanjing National government social investigation characteristic, but pointed out the achievements and deficiency.Generally, the social investigation carried out by the Nanjing National Government is the one that has the largest scale and profoundest influence in modern Chinese history. It provided a model for the Nanjing National Government to constitute the concerning system, promoted the process of going native, and also provided precious materials for understanding the national society and the scientific study. Of course, due to the influence of the history and the limitation of the classes, the social investigation activity and its result had many disadvantages, which need exact and dialectic analysis, however this cannot write off the science being in power modern idea which it manifests。...
