With the rapid development of information and communication technologies (ICTs), informatization based on big data have begun to penetrate into our daily life, as well as other aspects of our society and economy, we are facing a time of big data. In this time of big data, ICTs are more rapidly growing, and people benefit from and rely on ICTs more than ever. In the meantime, the ethical issues existing in ICTs, especially privacy protection, are also more and more prominent. In China, we lack the awareness of ethical issues in this time of big data and guidelines or regulations, the laws and regulations are still in the stage of ongoing development. Compared to the developed countries, China is still fall behind on the research of ethical issues in ICTs in the time of big data. These ethical issues deserve to be particularly concerned to improve the developing of laws and regulations.The dissertation focuses on studying and discussing the current status, origin and strategy of ethical issues including digital identity, privacy protection, digital divide, information access and safety/security. Combining with the study of related laws and regulations of developed countries, the ethics framework to evaluate policy of ICTs is proposed and recommendations are suggested. |
