Oral communicative competence has become one of the survival skills of modern sociallife. It is more important for the vocational students of passenger specialty and it is directlyrelated to the level of their employment success and the quality of work. It will no doubt putforward higher requirements for teachers in oral teaching, while teaching materials as ateaching carrier is particularly important.At present, general textbooks of oral communication are too theoretical. They lack ofprofessional knowledge and targeted guidance, which will lead to the unsatisfactory effect oforal communication teaching. It is imminent to develop school-based teaching materials oforal communication with passenger transport special characteristics. This paper uses literatureresearch, interview etc. Basing on the educational policy of the state and the personalpassenger professional teaching experience, the author explores and develops theschool-based teaching materials which adapt to the development of railway passenger demandfor professional and can really improve the student’s oral communicative ability. This canstrengthen the pertinence and effectiveness of oral communication teaching.This thesis consists of four chapters.The first chapter introduces the development of research on school-based teachingmaterials from the two aspects of domestic and foreign, and illuminates the theoreticalevidences as well as the related concepts.A series of problems in communicative language teaching appear in the second chapter,which include the relatively small proportion of the content of oral communication, the lackof language training content, and professional related audio-visual materials and necessaryevaluation standard. In addition, the author summarizes the influence factors for thedevelopment of school-based teaching materials, such as the school organization planning andcoordination, writers teaching view and understands of the needs of students and practicalability. The development background of teaching materials is clear. The third chapter putsforward the concept of oral communication school-based teaching materials for passengerspecialty in secondary vocational education,including teaching materials editing thought, main content, selection principle and the arrangement form. Besides, it takes the specificcontents of the chapters as examples to show the written features.The fourth chapter discusses the teaching strategies of oral communication school-basedteaching materials for passenger specialty in secondary vocational education, and putsforward some teaching methods, such as task driven, case study, situational teaching methodsto penetrate school-based teaching materials in the implementation process of application.
