As the Beijing Olympic Games and Shanghai World Expo complete successfully, the volunteers have made great contribution in these two big events, which has been the focus of world attention. Moreover, as the booming of the volunteer organizations, they are playing a more and more important role in thedevelopment of Chinese society. Furthermore, the internet is more and more popular and it is even changing the living style of people to become one indispensable part of life. So many volunteers are raised through internet, which pushes the voluntary organizations to grow at an unprecedented speed.At present, there are several sources for domestic volunteer organization funding: Firstly, they can cooperate with the relevant government supporting departments; another way here is to raise money through applying for support fromthe Foundation or corporate sponsorship and bazaar; Moreover, the AA systemis a good alternative. However, there are several expenses incurred during thevoluntary activities including the expense for recruiting and training for volunteers and all the subsidy, award, bonus and during the period of service. In addition, the accommodations and transport fees during the volunteer program isanother headache. On the other hand, if staff from enterprises is employed inst ead of volunteers, the expenditure should be greater. As a result, the activitiestaken by volunteers are of certain economic value and it is necessary to study the cost management of the volunteer program.For a long time, the cost information of volunteer organizations and volunteer activities is not open to the public, and the problem is that the opaque cost information is not under public supervision, while network volunteer organizations through the network carry out all the actions through open network which are processed transparently and under the supervision of the general public.This report will be based on the review of related literatures and the cases ofErquan network volunteers to discuss the cost management of Erquan volunteer teams from the management level. In order to get the optimization statuses at which there is only raw material cost and without any relative operating expenses, further analysis should be conducted. From the perspective of cost management, the minimum cost is the optimal cost. However, for volunteer activities, it is not true.In the growing process of volunteer organizations, especially network volunteer organizations, establishing a strong cost management method could reduce cost greatly, which ensures every cost during volunteer activities is undercontrol. That will prevent wastes,injudicious cost, overspending and underserved situations, etc. and achieve sustainable development finally.
