To build up a team of high quality cadres is a prerequisite of establishingharmonious society. Demobilized officer is one of the essential groups of the cadres. Itis significant to study on the emplacement work of demobilized officers for thedevelopment of national defense and armed forces, long-term stability and optimizedallocation of human resources. We should accept that the emplacement work ofdemobilized officers is a major project, affecting economic development, politicalstability and social harmony.A long period of time ago China adopted the policy of planned commandeconomy. Accordingly, the emplacement method of demobilized officers followed thepattern of planned command. After establishing a socialist market economic system,China has made world-recognized achievements in economic, social and nationaldefense development. It has become urgent to establish a new emplacement approachof demobilized officers, in accordance with the need of socialist market economicdevelopment.The new emplacement pattern should be built up on the base of statemacro-regulation, government guidance, market regulation and various circles ofsociety participation. The pattern isn’t fully guided by the government, or the market.The pattern should be a new emplacement approach with the Chinese characteristics.In2001China promulgated Interim Measures for the Emplacement of Demobilized Officers, which, to a certain degree, has relieved the working pressure on theCommunist Party of China and the country. The regulation has also encouraged thedemobilized offices to get used to the civilian society by improving personal qualities.However, this measure has not fundamental solved the contradiction between thedownsizing of local civilian government establishment and the planned commandemplacement of demobilized officers. The emplacement work carried out by thegovernment planned command cannot meet the need of the market-oriented humanresources allocation. Meanwhile, the demobilized officers, influenced by the variousvalues of market economy, increasingly concern the future life after demobilizationand emplacement. All of these have triggered some unstable factors.The paper analyzed the status quo of the policies and pattern of demobilization ofChina, and find out the questions and contradictions. Taking the reforming of welfarepolicies of the demobilized officers as the research starting point, the paper analyzedthe evolution history of the demobilization and emplacement policies of China, themeasures, procedures and existing problems of present emplacement policy andpattern of demobilization and officer emplacement. Furthermore, the paper tentativelyestablished a basic scheme of reforming the present policy and pattern ofdemobilization and officer emplacement.The emplacement of demobilized officer is a complex and comprehensive project.As the people’s living standard and the welfare of military personal are increasinglyraising; the key issue of reforming the regulations on the welfare support for thedemobilized officers is to establish a new and efficient welfare support pattern for thedemobilized officers. The new regulation, on one hand, will not isolate those officersfrom civilian working people; on another hand, it can consider those officers’ specialneeds. Since China being at the primary stage of socialism at present, it is unrealisticto pay the monetized emplacement pension by the government.This paper argued that to establish a new and efficient welfare support pattern for thedemobilized officers should start from two aspects: to improve living welfare supportand social status. It is more practical and humane to care about the accommodation,medical care, education, insurance and other issues of demobilized officers than onlyto solve the question of employment. In addition, this paper raised a new viewpoint onestablishing non-governmental organization of demobilized officers for strengtheningthe administration on social supports for demobilized officers, based on theexperiences of foreign countries. The organization can encourage the communication and mutual support among the demobilized officers; meanwhile, it also can make upthe blind area of the management of demobilized officers and reduce the cost andburden of government administration.The paper is consists of four parts:The first part is introduction, which introduced the objective, significance,research methodology, theories and current research statues in China.The second part outlined the China’s present emplacement and welfare supportstructure for demobilized officers. After that, this part also has carried out a detailreview and study on the evolution history of China’s regulation on demobilizedofficers’ emplacement.The third part analyzed the status quo and problems of China’s presentemplacement and welfare support structure for demobilized officers from theperspective of the public policy analysis, based on the latest5years data oftransferring officers to civilian work from the Second Military Medical University.After the analysis, this part brought up the necessity of reforming the China’s presentpattern of demobilizing officers and emplacement.The forth part explored the direction and approach of the reform and the possiblecounter-measures. This part concluded suggestions for the reform of China’s presentpattern of demobilizing officers and emplacement.
