Public official property declaration system means to combat corruption andprevent conflicts of interest for the purpose, in accordance with national law, publicofficials and other persons associated with the public interest within a certain range,specific procedures and methods to be personal and relevant personnel the types ofproperty information truthfully report to the specialized agencies and the nationalauthorities and the public to accept the inspection and supervision system and bear thecorresponding legal responsibility. Public official property declaration system iscalled the "Sunshine Act," is an important prevention and control of corruption, andstrengthen measures to clean government, is a legalization of long-termanti-corruption mechanisms. Currently, many countries have established this system,and have achieved very good results, the property declaration system has beenrecognized as a great role in the world.China is currently facing a severe anti-corruption situation, the urgent need toestablish a long-term, standardization and legalization of anti-corruption regime.Property declaration system as an effective anti-corruption measures, the people oftheir community is already a highly anticipated, our many local governments havealso begun to establish a public official property declaration system to practiceexploration, but at the national level but still have not seen the property declarationrelevant legislation action. Property declaration to promote legislation to establish aunified national mandatory reporting system has the property of public officials cannot wait.The main purpose of this paper is to study in detail and describes the propertydeclaration system of public officers, especially institutional framework andtheoretical basis; comparing each country’s existing systems, analyze theirexperiences and lessons learned; based on China’s basic national conditions andpractices for the establishment of the property in our reporting suggestions system.The first part of the article is an overview of the property declaration system of public officials, detailing the history of the property declaration system, basicconcepts, system architecture, features, effects and so on. The second part of thearticle describes the theoretical basis of the property declaration system of publicofficials, namely the theory of conflict of interest and power control theory, and theface of the property declaration system is currently facing theoretical problems,especially problems with public officials to declare the property between privacy, fora detailed discussion demonstrates the property declaration system does not givepublic officials to protect personal privacy harm. The third part of the existingnational property declaration system were compared to select the three mostrepresentative countries and regions-the United States, Singapore and Taiwan ofChina-analyzed and reviewed, in order for our property establish reporting systemsto provide useful experience. Articles fourth place our first analysis of existingpractice, combined with China’s specific national conditions, summarizes theadvantages and disadvantages of various local practices and providerecommendations for the establishment of property declaration system.
