The local government civil servants are dealing directly with the masses, playing a important role in the “The last mile” of serving the masses. Their work quality and attitude will directly influence the way in which ordinary people view the government. With the deepening of reform and opening up, individual civil servant start to appear inefficient, style loose, even corruption. On the other hand, some of them pay much attention to the integrity does not act.Therefore, improving the civil service incentives in local government, it will help to motivate their enthusiasm, work quality and efficiency. This will further stimulate creativity among civil service officer bearers, while providing people with more benefits.This paper mainly focuses on local government civil servant incentives. The survey investigation is mainly based on the civil servants of H district, Guangzhou City. After analyzing the survey results and references with related incentive theories, and using reference from within China and abroad, I made certain measures to help improve the grass-roots civil servants' incentives. Hopefully this paper will help in improving local government civil servant incentives.
