Contradictions And Solve Of The City Management In The Process Of Administrative Law Enforcement Of China

In the background of law society of constructing the harmonious society and theestablishment of a socialist government， the requirement of harmonious enforcementis urgent. Now China is during a period of social transition， in the progress ofurbanization， China meets the most outstanding problem， that is， the problem ofthe city management of the administrative law enforcement. In recent years，‘citymanagement’ is a social hot debate， and the law enforcement activities are veryimportant link in the process of urban management. In this part， the conflictsbetween law enforcement personnel and law enforcement object are increasinglyintensified. Violence is increasing in the process of the administrative lawenforcement. This lead to the administrative law enforcement system itself sufferedsocial commonly questioned. As the management of city administrative lawenforcement， the city management can success or not， not only effect the image ofgovernment but also effect the interests of thousands of people. The author thinksthat， contradiction is universal， it promotes the movement of things changes anddevelopments. We must correctly understand the contradictions between the parties inthe process of the urban management in administrative law enforcement， analyzingand solving them to promote the city administration process.This paper is divided into five parts. The first part is the introduction of thegeneral concepts and theories and background of the administrative enforcement. Thesecond part is analysis of the status of the administrative law enforcement， analyzingthe conflicts and its reasons of current urban management administrative lawenforcement. The third part introduces foreign advanced system. The fourth part putsforward suggestions to solve the problems on base of China national conditions inorder to promote the guidance of the improvement of the administrative lawenforcement.This paper combining with the domestic present situation and the foreign experience， study and analyses related problems of our country’s existingadministrative law enforcement， and puts forward ideas to improve the system，combining theory with practice to perfect the system， enhance the government workefficiency and the government service image.
