Recently, with the rapid development of urbanization, dangerouschemical accidents occurred frequently, which threaten the urbanecological security badly. Confronted with those dangerous chemicalaccidents, the issue starts from the basic theory of crisis management,introduce the concept of crisis management of dangerous chemicalaccidents, analysis China’s problems of dangerous chemical accidentscrisis, put forward a new model of crisis management of dangerouschemicals accidents, construct China’s new system of dangerous chemicalaccidents Crisis.Crisis management theory has been reference and argument involved insystem of dangerous chemical accidents Crisis.Based on the analysis of characteristics, regulations and reasons ofdangerous chemical accidents, learning from foreign crisis management,the issue points out China’s lack of crisis management: the concept ofcrisis management is more inclined to deal with things and post-recovery, the crisis on prevention and controlling has not been put in place verywell; a formal crisis management department has not been established,responsibilities of crisis management are relatively dispersed;the systemof crisis management can not meet the requirements of the developmentof the economic system; serious lack of public participation.The new model of crisis management of dangerous chemical accidentsis put forward from three levels of stratagem, tactics and activity. A newduty-share system of urban crisis management of dangerous chemicalaccidents is brought forward, in which there is a conditional relationamong the government, the market and the public. A management systemof dangerous chemical accidents is put forward, which includes policyand institution system, management organization system, managementinformation system, and culture technology system.
