Study Of The Safety Supervision Of Dangerous Chemicals In Wujiang

Taking the safety supervision of hazardous chemicals as the research subject, this thesis explored how to strengthen the safety supervision for dangerous chemicals and developed a strategy for improving the insurance for business units of dangerous chemicals through various methods like literature research, chart and case analysis. The purpose of this thesis is trying to provide useful references for government safety supervision and also safety management for business units of dangerous chemicals.At present, compared to the various studies on the safety management, the academic researches on the safety supervision of hazardous chemicals are still deficient. However, with the economic development, the applications of dangerous chemicals have advanced at a breathless pace and this makes the safety supervision of them become a hot research spot. Specifically, nowadays, the safety regulators in Wujiang have improved a lot, while the supervision team continues to grow and there is more regulation than there was then. In addition, in Wujiang, the emergency rescue system and the safety awareness continue to improve also. However, many problems still exist. In the performance of specific issues as follows:first, for the business units of dangerous chemicals, due to their characteristic of small, scattered and poor management, there is high risk exists. Second, the safety regulators are most new and of poor professional competence. On the other hand, the division of responsibilities for relevant departments is not clear enough and there is a lack of teamwork cooperation. Third, the organization setting for emergency authorities are not sensible and the emergency equipment is not advanced together with an unprofessional emergency response team. According to the outstanding issues above, in this thesis, we studied the existing problems in the supervision work of hazardous chemicals in Wujiang and also analyzed the underlying reasons. More importantly, we put forward some useful suggestions and measures which may play important role in the construction of "Green Wujiang".This paper starts from the safety regulation of the hazardous chemicals which is of uppermost priority. Then we raised the questions and analyzed the problems to finally solve the problems. Following this way of thinking, we described the status of the Wujiang’s safety supervision of hazardous chemicals from aspects of the objects, organization and also patterns of supervision. We present that the problem exists in the objects of supervision is that their distribution is scattered and they are always of small scale and poor foundation. For the supervision authorities, the weak power and too traditional pattern are the main problems. Moreover, we pointed out the main problems for the safety supervision of hazardous chemicals in Wujiang lie in several aspects:the critically poor control for supervision, the unprofessional regulators and equipment, the lacking of a free running supervision system. We analyze the main reasons for these problems mainly because that the standards and regulations are faulty and the government and enterprises have not paid enough attention on this. What’s more, the unlimited expansion for the scope of supervision may induce that the responsibility is not implemented. Therefore, we propose five measures to strengthen the safety supervision of hazardous chemicals in Wujiang, namely mesh gridding, informationization, marketization, standardization and specialization. We hope this will provide a workable model for regulatory and give useful references for safety supervision of hazardous chemicals.
