It is the consensus of the international community that we should harshly crack downon job-related crimes, which is also an urgent requirement for building a lawful socialistcountry, and for building a harmonious society in China. With the anti-corruption workcarried out by China’s procuratorial authority, the situation of job-related crimeprosecutions is becoming more and more complex. In order to deal with the new trend injob-related crimes, to suppress and to fight job-related crimes, Supreme People’sProcuratorate proposed a new Job-related Crime Investigation Integration System (JCIIS)in time. In over ten years after the new system was proposed, following the requirementsof Supreme People’s Procuratorate, regional procuratorial authorities around the countryactively explored within the new system and obtained some achievements. However,many issues were raised in practice. In this paper, the author provided some suggestionson improving JCIIS, based on the research on JCIIS, many years of first-hand workingexperiences in anti-corruptions, and the existing legal and prosecutorial laws andregulations,.In addition to introduction and conclusion, this paper has four other sections. It hasabout40,000words.The first section is introduction, which mainly covered the concept, history,theoretical foundations, contents, characteristics, and implications of JCIIS. In this section,the author defined JCIIS, reviewed its history, divided the foundations of JCIIS into threeparts: theoretical, legal and practical foundations, and reviewed the three foundations indetails. Meanwhile, the author also summarized the contents, characteristics, andimplications of JCIIS.In the second section, the author analyzed JCIIS in China. The author first brieflyintroduced the practices of JCIIS in China, provided three cases as illustrations, and thenanalyzed the problems of JCIIS in lead management, command of investigations,collaborations, and securities, etc.In the third section, the author compared domestic and foreign investigation agencies of Job-related crimes. The author briefly introduced the job-related crime investigationagencies in different countries around the world, reviewed its operations in four developedcountries and regions: UK, USA, Singapore, and Hong Kong in detail, and thensummarized the implications for China.In the fourth section, the author provided suggestions on how to improve JCIIS inChina. In response to the issues raised in the second section, instead of proposing changesin legislation and establishing an independent anti-corruption agency, the author proposeda set of simple, realistic, and practical improvements in line with current laws andregulations. The author argued that in the condition of no large-scale adjustment in thecurrent structure of procuratorial agency, the prosecution, anti-corruption,anti-malfeasance, prevention, technology, and bailiff departments should be charged by aDeputy Procurator General. The trinity of punishment, prevention and education can beachieved by adjusting the internal division of responsibilities. In order to let JCIIS meetthe needs in investigating job-related crimes, the functions of the internal bodies need fineadjustment to improve and perfect lead management, command of investigation,collaboration and securities in investigation, as well as supervision.
