Report of the Seventeenth Party Congress of the Communist Party indicated that:"ouraim is speeding up the reform of the administrative system and build a service-orientedgovernment ". Right now, China is in a critical period of transformation. That strengtheningthe construction of service-oriented government, is not only an inevitable requirement ofbuilding a harmonious society, but also a reflect of serving the people wholeheartedly.With the advancement of the process of economic globalization and the rise ofinformation technology, social development in China tend to be in a diversified life andwhich governance requirements of our government is no longer a top-down verticalmanagement mode, but turn to the interaction of transverse parallel emphasis on governance,integrity, attention to the co-ordination between departments.The revival of the West holistic governance theory, should cause us in the socialtransformation of the country during the attention of scholars and managers. We comparedthe service-oriented government and the integrity of governance theory, both the pursuit ofshared core values: people-oriented. At the same time, the overall governance theoryemphasizes the "de-fragmentation, the main idea is the integration, coordination andcooperation.
