The Study On The Inter-Government Cooperation Mechanisms In The Construction Of Liaoning Costal Economic Belt

The Costal Economic Belt of Liaoning is one of potential economic areas in China. It does not only play an important part in the revitalization of the old industrial base of the Northeast and the opening and cooperation to Northeast Asia, but also plays an strategic role in coordinating the regional economic development and the construction of the win-win pattern in the international cooperation. Under the background of regional economic integration of Liaoning, how to achieve effective management of the public sectors and how to coordinate the relationship among the local governments to join in the construction of the Costal Economic Belt are the main issues which need to be researched. System barriers, regional protectionism, cooperative lack, similarities in the structure of industries and competiveness are the passive factors in inter-government cooperation.This paper mainly researches how to minimize and eliminate those passive factors which infect the development of regional economic integration. Using the relevant theories, this paper tries to make a cooperative mechanism in inter-government cooperation in Liaoning Costal Economic Belt. Through the analysis of the relationship, the economic benefit as well as the problems in the inter-government cooperation, this paper puts forward some practical ideas to accelerate the regional economic integration in the Costal Economic Belt of Liaoning. The "local governments" refer to those with lateral relations in Liaoning Costal Economic Belt.This paper includes four chapters:The first chapter is Introduction. This part introduces the background, the research value, the methods, the explanations of the key words and the article review related to this paper. The second chapter analyzes the present situation and the positive economic influences of the inter-government cooperation and find out the problems existing in inter-government cooperation in Liaoning Costal Economic Belt. The third chapter introduces the practical experience in and abroad in the inter-government cooperation. This part constructs the mechanism of inter-government cooperation, proposes the perfection way of the mechanism, tests and verifies the feasibility of the cooperation mechanism. The fourth chapter consumes the cooperative mechanism and the method to strengthen the cooperative relationships among the local governments.
