| With the booming of new technologies such as Internet,big data,cloud computing and other,the integration of Internet technologies and government services has become a common phenomenon.The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China(CPC)pointed out that it is necessary to innovate the way of administration and service,accelerate the construction of the national integrated government service platform,improve a strong administrative execution system,and enhance the execution and credibility of government.In 2017,Shanxi province explicitly proposed to accelerate the reform of "Internet + government services",and build a "network" of Shanxi’s "Internet + government services",so as to achieve the goal of "one application,one window acceptance and one network operation" for government affairs.This research is carried out under the above practical background.Under the current technological background of the rapid development of the Internet,the existing public management theory can no longer fully meet the demands of the reform of "Internet + government services".At the same time,there are still few empirical studies on "Internet + government services" according to different theoretical perspectives.Since 2016,all provinces of the whole country have carried out the reform of "Internet + government services" in combination with their own development status,and Shanxi province is no exception.Research on concept,mode and development process of Shanxi’s "Internet + government services" reform process can provide a practical experience and solution for the problems in the development of the "Internet + government services".As a new paradigm of public governance,the holistic governance theory takes citizen as the center,Internet information technology as the main tool,and integration and coordination as an important mechanism to promote reform,which is consistent with the reform of the "Internet + government services" in background,practice level and overall characteristics.Therefore,to analysis Shanxi’s reform of the "Internet + government services" with the holistic governance theory is of both theoretical and practical significance.From the perspective of holistic governance theory,the paper analyzes the current situation of the reform about "Internet + government services" in Shanxi province by literature analysis,case analysis,comparative analysis and other research method.An analytical framework of "Internet +government services" in Shanxi province is built in three dimensions of integration,technology and user.At the same time,the cause of existing problems in the current "Internet + government services" reform is deeply dig out and the optimization path of the "Internet + government services" reform is explored by these reasons. |
