| In recent years,the problem of childcare services for children aged 0-3 has been included in the policy agenda by Western governments.Child care has changed from the traditional family field problem to the social problem,and gradually rises to the national level.In the context of the deepening of the population aging,the liberalization of the two-child policy,and the goal of “young education”,how government departments can provide corresponding services to citizens in an orderly manner is increasingly important for the construction of a fertility-friendly society in China.Based on the holistic government theory,this paper combines the quantitative analysis and text content analysis method after combing the policy system,administrative management system and the typical cooperation mode of the current government care service department.The improvement of the security system of vertical departmental collaboration,the“fragmentation” management of horizontal departmental collaboration,the smoothness of overall information communication between departments,and the synergy effect between departments,analyze and analyze the current collaboration of government care service departments.From the perspective of economics and political science,this paper analyzes the causes of departmental cooperation in government care services.On the basis of learning from the advanced experience of foreign childcare service departments,combined with China's national conditions and organizational system,it proposes to build a vertical level of safeguard mechanism,form a horizontal department team-based collaborative relationship,establish an integrated information system for departmental collaboration,and incorporate collaboration indicators.The departmental performance appraisal system is used to carry out the construction of a comprehensive network governance system for the government's 0-3 year old government government care service department. |
