Wang An-shi is a famous politician and reformer in North-Song Dynastyeven in ancient Chinese history.The Xi-ning political reforms under hisleadership is one of the important social transformation in North-Song Dynastyand it involves lots of luxuriant measures above political and economy field,themilitary system,the education system,the national relationship and so on,whichhas an important effect on the social development of North-Song Dynasty evenSouth-Song Dynasty.The life of Wang An-shi is closely related with politicalactivities, as a result,the modern research and evaluation are both around hispolitical reform.Historically, the academic achievements of Wang An-shi himselfand his political reform involve different aspects and the evaluation about WangAn-shi is controversial.Also because of this, Wang An-shi himself and hispolitical reform is always one of the important subject in the academia,and theresearch of Wang An-shi himself and the ideas of his political reform isnecessary and important. For a long time,Wang An-shi’s political thoughts weresummarized by his opponent——Sima Guang——as the idea of three not enough,namely the fate noy enough to fear,rumors are not enough tocherish,ancestor’s rules are not enough to keep.Of course,the idea of three notenough deeply explainer the revolutionary fighting spirit of Wang An-shi,as apolitician and a reformer,it is not enough to cover all the guiding ideology ofWang An-shi.Therefore, it is necessary to research Wang an-shi’s guidingideology to undertake a comprehensive study.Wang an-shi’s administrative legal thought was deriving from both hisacademic accomplishment and his lifely political experience.Wang an-shi’slearning attitude is inclusive,which is based on the basis of Confucian classicsbut is not limited to Confucian classics.On the other hand,Wang an-shi workedas a local official for a long time,which objectively took him deep understandingof the actual situation of the society of North-Song Dynasty.As a result, Wangan-shi has some original views about the social phenomenon and problems ofNorth-Song Dynasty,which is deeply beyond the contemporary literaryintelligentsia.And then,practice and innovation is the core spirit of Wang an-shi’sadministrative legal thought. Because lots of discussion focuses on the idea of three not enough,there islack of academic achievements upon the aspect of administrative law.When wediscuss Wang an-shi and his political reform,we’ll try to analysis as well asevaluate the administrative legal thought of Wang an-shi in acts on the basis ofbackground that Wang an-shi lived.In this paper,Wang an-shi’s administrativelegal thought will be divided into four aspects——reform and innovation,thelivelihood of the people,the legal system the and management of officials,inorder to reveal the characteristics of Wang an-shi’s administrative legal thoughtand it’s practical significance.
