Non-governmental charitable organizations are often called grass-root charities. They arethe non-profit organization of self-financing, self-management,self-restraint and self-control.The case of Chunhua Zhang v. Manli Hu which about the breach of the donate willingness hasrevealed the predicament the non-profit governmental charitable organizations have faced intheir development. Lack of resources and the strict government supervision is the externalbarrier of their full development., and the credibility crisis is the internal barrier.Non-governmental charitable organizations already have expanded during recentyears.However, due to excessive government intervention, the absence of externalsupervision, the lack of legal construction,the lack of the ability of self-government andself-discipline, the market of non-governmental charitable organizations is confused and thepublic trust is extremely insufficient. The lack of credibility makes a lot of non-governmentalcharitable organizations are a shortage of resources and sustainable development.Therefore,the improvement of the credibility is deeply needed. Viewing the experience of foreigncountries’ development of charitable organization, we can see that only building a soundcharitable legal system and transparent function of the mechanism and efficient internalmanagement structure and improve the supervision mechanism,can we make Chinesecharitable organization bigger and stronger,.Besides the introduction and conclusion, this paper is composed of five parts.The first part: a charitable donation disputes and the problem caused by. The reality ofthe missing of the credibility is revealed by a case(Chunhua Zhang v.
