The word "public welfare "was familiar for ordinary people in recent years and became a hot topic in daily life. A large number of companies and individuals have invested in the charity field; various private foundations have sprung up after the promulgation of the Regulations on Foundation Management in2004.Unlike traditional hot areas such as education, poverty alleviation and disaster relief, cultural and arts enterprises had paid less attention, art foundations were in a post-development and neglected state during a long time. Art foundations, especially private art foundations, they had a limited ability to subsidize cultural and arts-related enterprises due to lack of funds and experiences in management, and as a third force to promote the development of the arts has not yet been fully shown.This article pointed out the difficulties which the private art foundations faced in current operation and try to make some recommendations on their future development based on the research for the art foundations in both domestic and overseas by using the methods of data analysis combined with case studies. The paper is divided into five chapters including introduction and conclusion. The first chapter describes the outline of the American foundations and patrons of the arts and take Andy Foundation for example, described the current situation about the operation of the private foundations in United States in art. The second chapter firstly discusses the characteristics of the operation about the art foundations in Taiwan, and then illustrates the development status about the mainland foundations. This section elaborates the operation status, the characteristics and the existing problems in private art foundations with Wu zuoren International Foundation of Fine Arts and the Beijing Music Festival Arts Foundation as proofs. The third chapter analyzes the difficulties and problems in the operation of the private art foundations from the aspects of legal, regulatory and internal governance. Finally, the paper will give a number of recommendations and future prospects and other aspects of system security, organizational operations and investment management by learning mature experiences from the Western countries.
