The author’s hometown was in Wanxi,the Wanxi autonomy movement is initiated Peng Yu-ting, Bie local elites led by the fourcounties in the town level, within the township, Zhejiang and Sichuan, Deng County, thecampaign lasted a decade-long, they put to "self-defense, self-government, self-rich" as thetheoretical guidance for the main contents of the doctrine as the movement, taking variousmeasures to improve the political, economic, educational, military and social climate, whichhad a significant impact in the local. The situation of Wanxi local self-government was spreadby the fathers mouth to mouth and monasteries, I have given rise to the idea of acomprehensive understanding of that history. Through the collection, collation and analysis ofWanxi autonomy history, finding that due to the reasons of geographical location and sponsorvisibility, the impact of Wanxi autonomy was less than the other villages of the contemporaryreform movement in the country, but it has its own distinctive local characteristics.At that time, the local social order disordered, in order to protect the villages and againsta severe disturbing bandits and past warlords forces, the Wanxi autonomy leaders formed thevigilante groups to local farmers as the main source of strong local militants.With the abilityto "self-defense" to the militia as a military backing to, actively fighting for political power toestablish an autonomous government. Within its sphere, putting autonomy theory intopractice and realizing the "autonomy" and "the rich". Emphasis on training and appointmentof local talent, a certain degree of "isolated", making Wanxi autonomy in the implementationof the process with a strong closed and within color. The research method is based on the historical science, objectively restore the historicalappearance, then explore the Wanxi autonomy movement measures from the observationangle of the sociological and law science. The structure of this paper is to ocate the era of theWanxi autonomy movement, freezing it in Nanjing Nationalist government, the reign of theurgency and necessity of reform combining with the location and the local social situation ofWanxi firstly. Secondly, focusing on the analysis to the theory of autonomy, the specificcontent and how to carry out, and then sum up the Bie legal thinking that is spending troubledtimes with heavy penalties. Finally，summing up the movement experiences and lessons,hoping to evaluate the precious history objectively, providing useful inspiration for today’srural development to narrow the gap between urban and rural areas.
