Our country is now at a critical point in the reform and opening up as well as socialist modernization construction. Mass disturbances, which occur more frequently, have already affected social stability and people’s peaceful lives seriously. It is of significance to analyze mass disturbances carefully for the promotion of deepened reform and quickened development as well as the maintenance of social stability. According to the statistics, the county (district) has become the mass disturbances-prone region. There are a variety of reasons for the occurrence of mass disturbances, such as land requisition, removal settlement, construction, city management, etc. It has been an urgent task for the local government to respond, deal with and govern the mass disturbances reasonably. The county (district) local government in Yancheng city has succeeded in their efforts to walk out a new way to copy and settle mass disturbances effectively. In this paper, we first figure out the special measures for the county (district) local government to settle down the mass disturbances. Then, we generalized from many facts to reach our ideas about the main types, characteristics, causes and the new direction or new tendency. Further, we extend our research perspectives and investigate the current condition where the ordinary county (district) local governments deal with the mass disturbances. Finally, on the theoretical basis of Service-Oriented Government theory, Value-added theory as well as Safety Valve theory, we put forward some suggestions on how to copy the mass disturbances effectively in order to help the county(district) local government to make progress in preventing and copying mass disturbances gradually.
