Mass disturbance is a very serious problem happening in china now, which badly threatens our social stability and long-term peace and order. The Party Central Committee and the Sate Council attach much importance to it and request the Local party committee and government to deal with these events scientifically and reasonably and as efficiently and effectively as possible solve the problems that people care about to prevent from repetition. Public Security Organs, as a major guarding force, is charged with the mission of disposition of mass disturbance and assist the Local party committee and government appease the matter and stabilize social order. New situations and harmonious society's object, set higher requirements for the police department. On the one hand ,it must ensure stable order and no riots, on the other hand, it also pay attention to the measures'rationality which demand no invasion on people's rights and keep a harmonious connection between police and people. How to find a balance point between both sides, accomplish the goal of finishing task and Police Community Harmony, is an important objects that the police department should consider and work over.Mass disturbance is a concrete manifestation of the outbreak of various complex contradictions, in recent years, it happens a lot, with a very profound social background. Specifically, the appearance of mass disturbance refers to these reasons: our country is now in the course of social transformation, its economic system change from planning economy to market economy, which lead to an intensive interest adjustment and deepen contradictions in different rank, but in the meanwhile public governance model cannot adapt itself to social development and change. Mass disturbance is a normal social phenomenon, it can be settled by using reasonable and effective measures. Only realizing the reasons of mass disturbance, we could find pointed solutions, but the disposition of mass disturbance is a long-term and systematic task, it demands a whole range of system design, at present stage, we have no qualification to settle it radically, what can we do is to improve our working methods in the existed institutional framework, thus gain a better impact.Through decades of actual combat, nowadays the Public Security Organs has accumulate some experience, and possess relatively perfect dealing procedure and tactics. But still some local government exist the problem that consider the police department as subject of liabilities and demand it to finish most work, what is worse, to just use police to press mass disturbance. This thesis'opinion is that the task of dealing with mass disturbance is a systemic work and it needs party committee and government's overall plan and each department's coordination, the police department is just a function section, it is impossible to handle the whole disturbance event all by itself, its work is just finish tasks under authority and responsibility. To improve disposition work, the police department must achieve these mission: first, structure a smooth and extensive early warning system; secondly, enhance the handling ability of mass disturbance by reasonably distributing policing resource and using correct strategy; thirdly, positively coordinate with the government and settle problems that people concern, in order to prevent events'repetition. All these work contribute to the settlement of intense relationship between police and people and improvement of police'handling work, which is this thesis'primary coverage and writing object.
