How To Make The Elders Feel Happiness

At the17th National Congress of CPC, President Hu Jintao has put forward one concept called "soft cultural strength" and given priority to it as the national strategy, which emphasize the fact that in the present culture becomes the increasingly significant source of national cohesion and creativity as well as the essential factors that affect the comprehensive national power. However, on the one hand, the traditional cultural construction, being lack of due service concept, just counts excessively on the administrative system. It mainly relies on the superior instructions or arrangement. Meanwhile, there exists some deficiency in the system of cultural construction and during its practice there are s series of problems and challenges. On the other hand, since2000China has entered the elder society. The elder population of China has reached185million until2011. This population structure is a great challenge to the modernization of our country. It is supposed not only to revamp the Medicare system for seniors and to meet their basic living needs, but to consider the growing needs in terms of public culture. The continual development and perfection of the public cultural construction for seniors in community is the only way for the development of modern society. And it exerts directly influence on whether the system of public cultural construction in China will be successful or not and on the implementing the strategy of reinvigorating China through culture.Before the reform and opening-up policy is embarked, as a kind of resource integration model in the special time, to some extent the unit system took up lots of public culture grassroots work. The community culture develops so slowly and even as the supplement to the unit culture. With the deepening reform, the transform from the planned economy to market economy happens. The unit system and community structure have changed. The persons receiving the cultural service in organization gradually become the persons getting the public cultural service in community. The community turns into stay point of the social organization at the grass-root level and the gathering place for the life of the people. With the status of the community-based organizations being enhancement, it stimulates the development of community and provides a broader and promising development for the public cultural construction in community. Compared with other public service, community public culture service for seniors is closer to people’s life. Meanwhile, this service is the main channel to meet the seniors’ spiritual and cultural demand in community and protect the fundamental cultural needs. The well-established and comprehensive public culture service for seniors in community is an effective to fulfill the seniors’ spare time. In addition, it could promote inhabitants’ interaction and communication and play an important role in the enhancement of the cultural quality of senior citizens in community. It is an indispensable and essential part in the construction and development of harmonious community and public culture service system.Taking the construction of public service system in China as the research background, this thesis aims at the ZN community in Henan province as the subjects in the case study. By investigating the status quo and situation of the community public culture service for senior citizens, this thesis attempts to find out the factors that affect the seniors’ involvement in community public culture service. In addition, the author puts forward the relevant solutions in terms of the country, society and senior citizens themselves with the purpose to provide the enlightenment to the public culture service system that is under construction and to investigate the working thoughts and solutions to promote the development of the community public culture for senior citizens.
