Construction Of Rural Public Culture Service System According To Farmers’ Demand Orientation

As a major channel to protect and realize the farmers’ culture rights, the establishment process of the rural public culture service system is a systematic engineering that have effect on livelihood and public mind. Continuous improvement of modern and agricultural technology have brought farmers’ more leisure time, which playing an important role in improving farmers’ cultural interests. Economic theory inspire us that supply determines demand. Therefore, whether farmers’ supply on the rural public culture service system can be revealed in a right way, or to say, the extent of revealing will have a direct bearing on the demand efficiency of the rural public culture service system. For this purpose, the study chose the farmers’ supply as the perspective, researched the efficiency and deficiency in the establishment process of the rural public culture service system in Fuding County at present, so as to afford some pointed academic references for achieving the equalization of supply and demand, as well as saving public resource.The study on the basis of the New Public Service, Maxis Culture View, and Maslow Model. Proceeded from the farmers’ supply to researching the efficiency and deficiency in the establishment process of the rural public culture service system in Fuding County, by using field interviews, questionnaire survey procedure, AHP and cross-column table analysis. Firstly, according to interview the Fuding Style Council and all Township Cultural Centers, collected each implementation and data. Constructed performance appraisal system, and compared with the performance in Fujian Province, then drew the following conclusions:in current, Fuding County has enough input on the culture infrastructure, however, the input on different kinds of culture service must be strengthened, and the farmers’ degree of participation must be improved. Secondly, used farmers’ supply as an entry point, discussed their participating state and expectant supply of the rural public culture service which were afforded by the government. The result showed that farmer had diverse supply, their supply on culture activity, culture infrastructure,culture service way, culture talents and culture policy were quite different, which were determined by farmers’ gender, age, and culture standard. Finally, aimed at the situations, problems, and supply characteristics above, offered the following proposals:realize the supply and demand of culture activities, strengthen the construction and management of culture infrastructure, innovate the institution and pattern of culture service, accelerate the construction of culture talents, and optimize the decision and practicable workable of culture policy, hoping to make due contributions to the construction of a new socialist countryside culture.
