It is believed that corruption of top officials is inevitable no matter in the ancient feudal society or in the modern times. It not only causes damage to the interests of the country but also infringes upon the right of the people. What is worse, negative impact will be exerted on the stability of state power, the economic development, peace and prosperity and other aspects. Thoroughly aware of the necessity of realizing transparency among top officials, the rulers have been persistently adjusting the power and measures of punishing corruption to maintain the normal operation of the country. With respect to the punishment of corruption, it is not only a political tool during the reign of Emperor Qianlong, but also a necessary political activity of modern society. Divided into three parts, this paper undertakes an analysis of the top officials’corruption issue during Emperor Qianlong’s reign through a case study.To begin with, this paper gives an overview of the donation and embezzling relief case in Gansu Province from three aspects, including the introduction of the cases, the discovery of the case and the trial process, and the people involved and the sentence so as to show the cause and effect of the whole case.Secondly, the author summarizes the characteristics of top officials’corruption reflected in this case and analyses the causes for recurrence of corruption during Emperor Qianlong’s reign from social, political, economic and legal perspectives.At last, it induces the Qianlong lessons punish corrupt senior officials, and elaborated a reference for these lessons Punish senior officials in China today in the corruption of this political activity. It is beneficial to completely eliminating corruption to carry out a scientific screening and learning of the specific actions taken by ancient ruler to punish corrupted officials based on our basic national conditions.
