The Research On The Causes And Countermeasures Of The Decision-Making Mistakes In County

The county-level administration takes a very important role in our country’s administrative system, which is a primary decision-making organ for the area, as well as a great hub to carry out the centre’s routines and policies. The development of local economical, society, technology and quality of people’s life is largely determined by democratization, scientize and legalization in the progress of political decision-making. So, measures such as optimizing the running of political decision-making power, preventing and reducing decision-making mistakes play a important role on improving the capacity of county-level government decision-making,they have a great theoretical and practical meaning to make the power in the interest of people and keep the government obeying the instruction.Besides the introductory and concluding remarks, this paper consists of altogether four Parts:From the view of scientific decision-making, democratic decision-making, legalized decision-making, effective decision-making and the construction of Anti-corruption, the first part points out the significant value on regulating the government decision-making power and Preventing the government decision-making mistakes, which can promote the ability of county-level government administration and further the development of local economic and social.The second part, enumerates some cases,briefly shows the situation of county-level governmental decision-making mistakes. Through an empirical analysis. Nowadays,the main performances of county-level decision-making mistakes in our country-level government are including:making a wrong decision、decision-making delay and decision-making invalid. And these mistakes may cause the serious consequences like waste the public resources、destruct the ecology、damage the image of governments and Social harmony and so on.The third part is basis on the performances and consequences of county-level governmental decision-making mistakes, through the operation of decision-making power,it investigate the specific reasons for the problem from the aspects of democratization, decision-making process, supervision system of decision-making and accountability mechanism construction.The last part carries out a further discussion about the measures to regulate the government decision-making power.According to the above problem and causes, the article tries to find the way to prevent the government decision-making mistakes. That is, defining the purview of decision-making power, standardizing the decision-making process, deepening the administrative affairs, strengthening the supervision and accountability.This Paper reflects the major innovation in the following two Parts:first, it is a quite new idea to analyze the condition and causes though the dynamic process of country-level administrative decision-making, and gave some countermeasure proposals of the exiting problems, which is rare in academia. Second, this paper always around the three aspects of democratic decision-making, scientific decision-making and legal decision-making to establish the comprehensive monitoring mechanisms of the county government administrative decision-making, takes the prevention of decision-making mistakes as our target,and provides a new practical way to upgrade the administrative capacity of the county-level government and to construct a China-oriented county-level administrative mechanism.
