The Post-Legislation Evaluation Of Provincial People’s Government’s Regulations

One the basis of the study of the practice situations of the post-legislation evaluation carried out by local people’s governments at different levels in China, this thesis firstly, presents the concept, significance and feature of the post-legislation evaluation, and specially highlights the scope of "the government of the province level" which emphasizes the specific applicable object of the evaluation. Secondly, this thesis analyzes the current situations and problems of the legislation of different levels, which are mainly about the legislation status of the post-legislation evaluation for the provincial government regulations and the current situation as well as some problems during the process of its promotion. The problems mainly locate on five aspects which are the monotonous organization, the undefined scope of the evaluation object, the inconsistent evaluation standard, the imperfect evaluation procedure and the absence of the achievement transformation system for the evaluation results. Finally, this thesis attempts to put forward the corresponding methods for above five problems to come up with a scientific and reasonable plan for the perfection of the post-legislation evaluation of the provincial government regulation, which includes the diversified organization, the reasonable object, the developed procedure and the achievement transformation system of the post-legislation evaluation.
