Researches On Upgrading The Effect Of The Administrative Supervision Countermeasures For The Resource Exploitation In The Background Of Low-carbon Economy

Low carbon economy refers to an economical development mode that the goal of lowenergy-consumption， low pollution， high efficiency and high output is achieved and thelow carbon development of production， circulation， distribution， consumption etc. isrealized by depending on technological innovation and system innovation. Thedevelopment of low carbon economy contributes to promoting the adjustment of economicstructure， speeding up the change of economical development mode， and the realizationof improving the quality and efficiency of economic growth. The study on institutionalimprovement of low carbon economic development provides a new perspective for studyon low carbon theory， and institutional improvement is an important guarantee for lowcarbon economic development. While the realization of scientific， reasonable andeffective use of resources is the fundamental goal and value pursuit in resourcedevelopment， the improvement of actual effect of administrative supervision isfundamental guarantee for and actual needs of resource development. While studyingspecific ways to improve the actual effect of administrative supervision of resourcedevelopment under the circumstance of developing low carbon economy， it is helpful tosearch new ideas and actual ways to control the abuse of resource development， violationagainst the law and discipline， malfeasance， corruption and such phenomenon inresource development， which embodies theory of effective operation of administrativesupervision system， develops and deepens studies on administrative supervision theory，and at the same time is the inevitable requirement of further carrying out scientificdevelopment perspective. Chapter3mainly analyzes the currentsituation of administrative supervision of resource development under the backdrop of lowcarbon economic development and expounds the great achievements in the developmentof Administrative supervision effectiveness,such as the rising public awareness, theeffective regulatory on resource development and management, the increaseddemocratic supervision year by year and so on.
